Resolution: Mod Conflict

Issue #31584: Miscellaneous quests don’t spawn the required item

 
Quests like retrieving Runils’s journal, retrieving the helm of Winterhold, finding the copy of War of the First Council, and planting violas gold ring don’t give the required item. Runil’s journal doesn’t spawn, the Helm is missing, the copy of War isn’t there, and the Shadri doesn't give me the ring to plant and this prevents the quests from finishing.

None of these quests are broken in an unmodified game, which strongly suggests you have a mod conflict. No credible reports of these problems exist.
