Issue #31590: "Hunting the Monster" radiant-quest

 
The quest sent me to Falkreath (according to description) to talk to Nenya. But as I finished Civil war on Stormcloak's side, she went to exile in Solitude. So it's a little buggy, that game thinks Nenya is still in Falkreath, while actual steward is Tekla.

This is a consequence of how radiant quests work. It isn't feasible to include all the checks to change stewards or quest givers in a lot of these cases and that's actually the primary reason Bethesda exiles the NPCs if their side loses the war. So long as you're able to finish out the quest, this isn't a bug, it's simply using the failsafe Bethesda provided so that the quest isn't completely screwed up.
