Issue #31619: Misplaced precombed lights protruding slightly from the ground in wilderness

Two erroneously placed precombed lights (0014B99C, 0014B997) are near the surface of the ground. Something should be placed on top of them so that they're not visible. It may also minimally hide the light coming from them.

0701A1E0: Rock added to address the issue. It's debatable how much this will help suppress the light being emitted, but there's nothing further that can be done since the developers placed them in this spot for no good reason and they're part of a precomb.

The two ids mentioned appear to be CageBulbs, and are already "initially disabled" in the latest release of UFO4P (which presumably would break the precombine, so maybe that's been reverted for an upcoming build - though it also looks like that specific precombine only includes those two CageBulbs and one rock, so maybe that won't be much of a performance hit). I think the actual light emission is from 14B994, 14B995, 14B996, 14B999, 14B99A, and 14B99B, which are not part of precombines as far as I can tell (looking in FO4Edit), and also "initially disabled" by UFO4P.
