Issue #31643: With Friends like these won't start

 
After completing innocence lost, courier will not come and deliver note for the dark brotherhood quest line(with friends like these) to start. I've waited close to 2 weeks in game and have teleported to every city but nothing happens. I've tried to use a quest debugging mod but that doesn't work either. So unfortunately I cannot start the dark brother hood quest line

It isn't technically necessary to wait for the courier to deliver the note. While it's nice if he does, and there have been no reproducible cases of him failing to deliver, it isn't necessary to receive or read the note to continue to the next step. You need to sleep in order to trigger being kidnapped by Astrid after you've left Windhelm.
