Issue #31657: Missing Precombine header records copied from DLCCoast.esm

 
While working on my Previs rebuild mod, came across a quirk in the master file that was copied over to my plugin. Cell ItemIDs DA86, D90D, D90E, D92C, D92D, D92E, D962, DE14, DE34, DE35, DE36, and DE56 have their VISI/RVIS/PCMB cell header blanked out likely due to some quirk in the rebuild process that they did in 2016 (based on the precombine dates that one usually sees with DLCCoast). The only subrecords in the affected cells were navmesh related and would not have triggered a rebuild for the DLC.

My best guess is that something went wrong in their processes at some point. To restore performance in the affected cells, one only has to copy the appropriate records from Fallout4.esm over via xedit.

Bolded record in above list is the only one explicitly in UF4OP right now as of 2.1.3.
