Issue #31685: Another blocked gate at High Gate Ruins

 
While testing https://afktrack.afkmods.com/index.php?a=issues&i=31442&c=5628 I ran into an unrelated bug where the floor grate just before the catacombs wouldn't open. It looks like there are three possible scenarios, the last of which is bugged.

Scenario 1: Normal playthrough. Fox reappears with the rest of the symbols after you open the gate.

Scenario 2: Exit dungeon and come back soon after (fast travel to Riften, Solitude, High Gate as in above bug). Fox has disappeared, gate is open, so no problems here either.

Scenario 3: Come back LONG after (months of gameplay, dungeon had fully reset). Fox appears with the rest of the symbols, but gate is shut. Re-solving the puzzle does not open the gate, so the catacombs are inaccessible without TCL.

While redoing the above quest, I also created named saves of key points for this one, so let me know if you need any of them.

Somewhat of an oddity as it never used to be necessary to "resolve" the puzzle to get through.

An interesting note while validating the fix, the puzzle script for some reason did not advance dunHighGateRuinsQST to stage 30 even though the script clearly has this line in it.

This is however now resolved with a new trigger box and associated script to reopen the grate if the quest is >= stage 30.
