Issue #31695: Missing armor record in SkinHorsePalominoHide (0008650E)

 
In anniversary Edition, bethesda changed all the Horse armor records, adding Slot 60 to the First Person Flag in addition to slot 30, as well as updating the armor addon (armature) section to work with horse armor.
The exception is SkinHorsePalominoHide -while Bethesda updated the armature, they forgot to add the Slot 60 flag. All other horse armors have this, so it seems just like an oversight.
