Issue #31697: Companions/Stealing Plans Quest/Aela will not accept quest object, Stratagem

 
My character and follower are working the Companions Line quest "Stealing Plans". After accepting the quest from Aela and traveling to Orotheim, the quest for the object, Stratagem, was completed easily. The next Journal assignment was to return to Aela, at Whiterun. When approached, Aela was marked as the quest object, but when spoken to, she would not ask for the Stratagem.
I have had the USSEP installed since beginning the game and have no other mods installed.
I have attempted the following measures in an attempt to correct the issue:
1. I have replayed the quest from the departure point to Orotheim several times with the same result.
2. Using the SETSTAGE console command, I completed the quest. The quest was removed from my journal and the Stratagem was removed from my inventory. The next entry in my journal was to ask the Companions for work. All three Companions were marked as the object of the quest, but when spoken to, none would offer work.
3. Using the SETSTAGE console command, I set the quest to stage 00 and replayed the quest, with the same outcome.

I am a neophyte at resolving game issues, but I suspect this is not a issue with USSEP, but an unidentified bug.

Attached a save at the point just before my character first traveled to Orotheim.

Have run this quest in testing several times. Can't reproduce the failure, and the original report did not include the attached save that was mentioned.
