Issue #31701: Aetherial Shield tempering do not benefit from Dwarven Smithing perk

 
Aetherial Shield is basically a modified dwarven shield, so it should benefit from Dwarven Smithing during tempering. Other dwarven artifacts already benefit from Dwarven Smithing in USSEP.

The Aetherial shield has been given a unique material keyword by the DLC so it won't benefit from those perks. Changing the keywords on it to benefit from the Dwarven perks would also introduce stat changes to it which are not desired.
