Issue #31702: Blades armor (all pieces including shield) tempering do not benefit from Steel Smithing perk

 
Blades armor pieces and shield have the stats of Dwarven armor, but they are obviously made of steel, and so their tempering should benefit from Steel Smithing perk. Blades Sword tempering already benefit from this perk.

This is intentional since Blades armor pieces are considered "Blades" material and have been since Patch 1.9 when Bethesda fixed the material keywords on several sets to correct issues with the Matching Set perks.
