Issue #31716: NPCs stuck emitting sound FX

I searched this tracker for a similar issue but couldn't find it.
Internet is full of reports of this issue in similar ways.

Sometimes NPCs and/or companions stuck in a state where they're constantly emitting sounds. Sounds like, turret, clicking, workbench sewing machine, water pump etc. In my case, "radroach idle sound".
Reloading, restarting the game or fast traveling with the companion doesn't fix the issue.
People report that "fks" command sometimes help for sewing machine sounds. Others suggest to command the npc to the workbench of the sound source and once they leave the sound stops.
There's even a mod which mutes the workbench sounds so NPC no longer emit, but not a preferable option.

Unfortunately none of the above fixes other sounds. I am about to go insane because of this. Currently my companion Deacon is a walking turret had to leave him behind, 2 of my settlers in Vault 88 and 1 of them in The Slog are CONSTANTLY emitting Radroach sounds, which forces me to leave those areas to never comeback, I'm afraid that it keeps spreading for an unknown reason.

PLEASE, please, please, try to do your magic and let your coding skills talk with this bug. You would do a great service to A LOT of people all over the world.
