Resolution: Can't Fix - Breaks Previsbines

Issue #31719: [-8, 0] Commonwealth - Sidewalk repair

SCOLs 16002F and 16002A are missing their side in the right side of the sidewalk in the road chunk. (It's hard to see a bit unless one looks at a specific angle.)
This is an initial bug report as I'm in discussion with the usual suspects on the best method how to fix. Will update when there's something substantial to add.

Attached initial version of the ugly fix to try and obscure it. Definitely not production ready and visually looks awful. Doesn't cover the area by 16002A yet. There has to be a better model choice that makes sense here.

As discussed on the xEdit Discord, Meshes\Landscape\Sidewalks\SWCurbCurve03b.nif is the offender here and is missing an entire chunk of side geometry that would be required for this to be fixed. Editing the model is not feasible on our end of things.

Similar issue for the other involved mesh as well. Ben will be taking this one in PRP.
