Issue #31732: [4, 1] Cell needs No LOD Water flag removed

 
As found by Phlunder in a few discords, this cell erroneously has the No LOD Water flag assigned and it should not. Attached screenshot shows an example of what shows after a LOD rebuild with the flag intact.

Because my past self is a dumb dumb and forgot to put the offending cell ID, it's DBFE.
