Issue #31765: Mass Bay Medical, Gunner Power Armor, No Owner
There is a set of Gunner Power Armor on the top floor of Mass Bay Medical Center. This armor has no owner set, so taking it is not stealing, as it is with other Gunner Power Armor.

I think there might be some confusion here as to the default condition of "Gunner Power Armor". AFAIK, there are only two loose (as in, not in cages or initially worn by NPCs) sets of power armor in Gunner locations, and both unowned initially: Mass Bay Medical Center and Mass Pike Interchange. However, if a gunner enters a set of power armor, that armor will be considered owned when the cell resets and the armor respawns.
The power armor at Mass Pike interchange (MassPikeInterchangeExt04) is an instance of "LvlPowerArmorFurniturePartial" and is thus is not Gunner Power Armor.
The power armor in Mass Bay Medical Radiology (TheaterMassMedicalCenter02) is an instance of "PowerArmorFurnitureGunnerNoHelmet", is Gunner Power Armor, and AFAIK, should be named and owned accordingly.

Personally, I think that weakens your case, since that means there are zero similar sets of "Gunner Power Armor" to set the precedent (all other instances of "PowerArmorFurnitureGunnerNoHelmet" are on NPCs instead of freestanding), but I'll wait to see what the UFO4P devs have to say about it.
Being unique has no bearing on the issue. It is gunner power armor, in a gunner controlled location. It should be shown as owned by the gunner faction.
MauveCloud is correct in this instance. Being only one placement of the armor in the CK gives us only one data point to go on. It isn't set as owned, and we don't get to assume it should have been based on a single instance in a controlled location.
Besides, the Gunners are typically enemies of the player so setting it to owned would not really change much since the Gunners already hate everyone and you'd end up needlessly provoking the goodie two shoes companions by taking it.
