Issue #32142: Repeated creature entry in levelled list for quest MS47

 
The levelled list MS47LL1Beast100 (FormID 000C9FFF) has a unique Black Bear appearing at level 7 and level 14 instead of utilising the unused MS47BearBrown (FormID 000CA003) at level 14.
