Issue #32313: Civil War quests not wanting to be completed.

 
two quests broke. the Battle for Whiterun where Ulfric just refused to finish the quest. i managed to get past this issue with a console command.
the direct next quest. Rescue from Fort Neugrad. Ralof refuses to finish the quest and just sits at the Whiterun army camp. interacting with him only gives me standard dialogue and doesnt let me finish the quest. nothing ive done has solved this issue.

That particular quest has a very long tail end processing time and you need to just wait and let it finish doing what it's doing. Manipulating it with console commands will break it and any subsequent quests in the CW that follow it.
