Issue #32320: Shadow Striping? Everywhere!

 
I opened my game and all of a sudden I was hit with black flashing lines running vertically everywhere. They followed me when I was outside, when I was inside, when I looked at npcs, and even on my dragonborn. The lines moved when I moved my camera and it's so bad that I don't even want to play until this goes away. (If it goes away...)

[spoiler] The last time I played, I just killed the dragon at Kynesgrove and fast traveled to Whiterun and walked to Riverwood. I started talked to Delphine and she was walking to the cellar and then I saved and exited the game. The next morning it was like this.

I've tried uninstalling all my mods, keeping USSEP enabled, and starting a new game and the bug was still there, so it can't be any of my mods right?
I've also tried uninstalling all of my mods including USSEP and still no luck.

I can't get a screenshot because I just don't know how. I tried looking up ways to screenshot, but it just won't work.

My mods are in this order:
Unofficial Skyrim Special Edition Patch.esp
HornsAreForever.esp
BetterSurvival Mode ENG.esp
betteranimalloot.esp
dd - enhanced blood main.esp
racial heights.esp
moresalt.esp (for some reason vortex said this mod is meant for another game even though I downloaded it from bethesda)
Alternate Start - Live Another Liffe.esp

I also get my mods from nexus and bethesda, so I don't know if that would be an issue. I don't know how to get the links.

Not able to verify this in any way. There is no visible shadow striping anywhere in the game that I've been able to find. It's not being reported as some sort of widespread failure, so the logical conclusion is you either have current mods in your load order which have messed up the shadows, or you have remnants of a previous install still in your Data folder that is causing this. In any case, it certainly is not a vanilla game bug.
