Issue #32380: Haafingar Stormcloak Camp run from patrolling Thalmor

 
Recently, I encountered a Thalmor patrol on the road just north of the Haafingar Stormcloak Camp. My roleplaying dictates that all Thalmor must be killed on sight, so I decided to make this fight easier by leading them down into the camp. However, I discovered that when the Thalmor arrived, the soldiers in the camp ran rather than engage them.

The same thing happened when spawning a Thalmor Justiciar into the camp via console; however, it did not happen when I spawned a generic Thalmor soldier--in this case, the soldiers attacked the Thalmor as expected.

Is there a reason for the patrolling Thalmor to be treated differently from the standard, run-of-the-mill ones? If not, it seems like this should be changed, for consistency's sake.

The Thalmor and Stormcloaks have no faction interactions, which is why they don't fight. The Generic Thalmor are "Very Aggressive" and will attack everyone at will, hence why they fight the Stormcloaks, but the Justiciars are only Aggressive and thus only attack known enemies (if they were very aggressive from the start they’d just instantly aggro, no dialog)
I wouldn't touch the faction relations since that could break all sorts of things, but it might be safe to just make it so the Justiciars are set to "Very Aggressive" if you trigger combat through dialog, but that would make EVERYONE fight them just like generic thalmor, not just stormcloaks.
