Wow. This CompanionAffinityEventQuestScript thing that actually handles the affinity bumps for each possible response across all these different quests is ripe for having loads of bugs in it.
While fixing this one, I also noticed Strong gave an incorrect neutral bump to something his dialogue clearly indicates he disliked.
Both issues are now fixed.
