Issue #32391: Closed Issue #28266: Thieves Guild Delvin won't give Special Jobs PS4

 
Regarding the closed issue 28266, could you please tell me what I should do to progress playing the game?
If I disable the patch - then it is fixed instantly.
I've also played through the game without the patch (previously) and he gave the special jobs as he should.
The issue notes seemed to say the problem occurs in the game rather than something introduced with the patch.
Never mind that though, my question -
As I can't get some quests with the patch, is it ok the disable it?
I read that one shouldn't do that.
But if I shouldn't disable it, and I can't get some quests, then do I have to play always without your patch? for the whole game?
It seems such a shame, I really like so many of the fixes in this lovely patch.
What to do?
