Comment: Fixed for USSEP 4.2.8.

Issue #32461: R.Description Bash Tag is now applicable

 
The R.Description tag is now applicable to USSEP as it edits the description of a Race record with the formID 00013740. The tag was ported to SSE in Wrye Bash v309, BTW.

Actors.Voice is also applicable due to the edit in 000CE089. The tag was also added in WB v309.
