Issue #32462: Look into implementing the NPC protection trigger in Solitude in the exterior worldspace

 
USSEP has a trigger box system in place in the vanilla Solitude worldspace that is intended to transfer NPCs that fall off of the structure above the rocks back to their editor locations. It has been working well there.

This appears to be something that's going to be needed on the OCS side in addition to the raised landscape which is currently protecting the western part of the city.

Any updates on this? This fix works great in USSEP. It prevents NPCs from randomly dying. I really would like this fix.
