Issue #32483: Floating carriage driver chair in Solitude

 
The chair of the carriage driver in Solitude is not attached to the carriage and is floating when using USSEP. I attached screenshots of what it looks like with and without USSEP. I tested this with a fresh save and only SKSE, USSEP, and Alternate Start (to quickly access the carriage location in Solitude) installed. That is all, thanks!
