Issue #32543: Gwinnett Restaurant Exterior Mines Not Active E09FC, E09FD

 
Gwinnett Restaurant exterior mines E09FC and E09FD from DN135_GwinnettExt [LAYR:00074404] are simply placed, but not active. Issue 26942 from Black Pete fixes placement, but did not fix active state.
