Issue #32547: WIAssault02 pays reward even when it should not

 
The WIAssault02 quest is set up in a bit of a strange way with the dialogue trees. They are all laid out in sequence, accounting for both a dead and living victim. Due to this, the responses handling a dead victim call to stop the quest in a way that's clearly not supposed to pay you the promised reward.

Unfortunately the stop call is set up to run stage 100, which always pays out the reward no matter what. This is because it's set up as the shutdown stage for when stage 100 is not explicitly called on. The stage fragment needs to be modified to account for this and not pay you if you killed the victim.

Further, since you can also actively refuse this quest, and THAT response also calls for the stop command, you can get paid for doing nothing at all. This is clearly not supposed to happen. When refusing, the objective to speak to the quest giver is also never cleared.
