Issue #32558: USSEP removes Skullcrusher and Bonebreaker perks from 1-Handed Bandit Bosses
This change is undocumented, and there was no need to remove either of these perks from those NPCs.

Actually, it looks like I'm mistaken. The bandit bosses inherit their perks from their templates, so at some point Bethesda had the bandits using mace and hammer perks but then removed them later on, meaning it looks weird in xEdit. This bug report can be closed.
