Issue #32580: Ancarion has no gold
This one's from the wiki and I can confirm that it's true:
If you choose the option of selling Stalhrim armor and weapons to Ancarion, he may not have any gold because he is not the owner of his supposed merchant chest, nor a member of the technical [[Skyrim:Factions A#DLC2AncarionServicesFaction|AncarionServices]] faction, to which his chest is linked. |
I'm not sure if it's related or not, but as noted on the wiki, Ancarion's quest will also never complete.
Ah, a classic set of many problems coming together to make one even bigger one
The reason his merchant status wasn't working was due several factors:
1. His merchant chest wasn't owned by his service faction.
2. The chest itself was buried too far below ground to consistently reach the distance called for in his sandbox package.
3. Quest DLC2SV02 had his alias set to be in the service faction. So did DLC2SV02AncarionMerchant. There is a bug where an alias being in a faction will instead remove the NPC from it if another alias attempts to add them to the same one. To fix this, DLC2SV02 no longer has him as a member of the faction since he can't run vendor services anyway without the merchant quest being active.
Step 3 requires a script check to correct his faction status, so this is not retroactive for Playstation users.
As for DLC2SV02 not stopping, that's been set up that way intentionally. Shutting it down would very likely have unforeseen consequences elsewhere.
