Issue #32640: Cannot complete "Kill the leader of Traitor's Post"

 
"Kill the leader of Traitor's Post" cannot be completed, because the bandit leader cannot be killed/found. The quest marker points to an empty bed. I have tried sneaking into the house as well as alerting the nearby bandits and killing them with the same result.
