Issue #32643: Molgrom Twice-Killed should not be a target for CR04.

 
Molgrom Twice-Killed can be targeted by the Companions quest "Hired Muscle" (CR04) but he's inside the Riften jail where he cannot be reached in order to initiate the fight. Even when his AI has him come close to the bars it will be blocked because he's part of a later Thieves Guild quest that is blocking his dialogue in general.

He needs to be added to CR04ExclusionFaction to prevent him from being selected for this.
