Should these beds be owned by CWFieldCOFaction [FACT:000C4A99] since they're assigned CWFieldCOBed [LCRT:000C4A9A]?

Or maybe the appropriate question is whether or not they should even have CWFieldCOBed [LCRT:000C4A9A] assigned?

I just figured that having some form of ownership to prevent random beds from being used by the player is SOP in Skyrim

This cell has no ownership set on it so the beds are free and clear to use - the property is considered abandoned. It's unlikely this cell is ever occupied by any CW officers. It's probably a copypasta job from some other cell.
