Issue #32658: "Form Ranks" quest won't proceed. "Defend the Castle" won't start.

After completing "Banished From the Institute", the quest "Form Ranks" begins which directs the player to talk to Preston Garvey. He then tells you to give the holotape to Sturges (if you entered the Institute via Railroad and probably BoS too) which completes the quest "Inside Job". At this point, if you have 8 or more Minutemen-aligned settlements, Preston or Radio Freedom should tell you the Castle is being attached, and "Defend the Castle should start". However, I have 15 Minutemen-aligned settlements and Form Ranks won't proceed and Defend the Castle won't start - I just keep getting the random Minutemen quests for settlements I already have. This means I'm locked out of the Minutemen ending.

Hi there,

Forgot to mention above - to try and figure out the issue, I did download "SKK Workshop Ownership Utilities" mod and used the Minutemen Allied Settlement counter which showed the 15, but underneath this it said MinutemenCentralQuest Stage 600, MinutemenProgress value 6, and that the 6 was supposed to = DefendCastle, so no idea what's causing this issue.

I've of course done Taking Independence and Old Guns. I tried using a mod to make all workshops owned - that didn't make any difference.

If I think of anything else I'll put it in a comment but if you need anymore information, feel free to ask.
