Issue #32669: Fishing: Rubbish Retrival placed refs need to be made Persistent.

Basically refs 05000B4B,05000C99 and 05000828 should be marked Persistent, currently the only one of the four that's Persistent is 05000C55.

Ugh. I really don't like hamfisted solutions like this but the alternative would be a fundamental restructuring of how the quest fills its aliases and would likely result in breaking things if someone happens to be running it at the time.

What should have been done was to have the quest fill a location alias based on whether it has a ccBGSSSE001_TownFishingSpotRefType in it or not, then fill the remaining aliases based on that. Not only would this have solved the bug in the DLC, but it would also have allowed for expanding the quest in other mods without unnecessarily making persistent references all over the place.
