Issue #32707: Punishing legendary effect applies two enchantments, one of them is non-functional

 
The Punishing legendary effect applies an enchantment that enables the reflect damage. But then it also applies another one, while that one adds the perk "ModLegendaryCommonPerk" to the player. This perk paired with the Punishing effect won't do anything because the perk requires certain keywords to be present, but Punishing's keyword isn't featured in the perk's condition checks.
