The radiant quest Azra Staffs has sent me to Highgate Ruins.

I cleared Highgate Ruins during the Grey Beards' quest World of Power (find the lost word of power).

The quest marker for the new quest assumes that the back way into the room with the word wall and the boss chest is open and accessible. Although a little judicious jumping and Whirlwind Sprint can get the player to the gate leading to the word wall/boss chest, it remains down and the chain cannot be reached. So, that route is blocked.

Fine, go forward and take the long way about. Get to kill Draugr that way. But alas, upon arriving at the lever puzzle necessary to advance to the burial chamber, the levers don't work.

There is no way to complete the quest without a little TCL (TLC?).
