There are no settings on the object to tell it whether it's armed or disarmed. So unless there's something non-obvious controlling this there may not be anything that can be done about it not being armed.

Oddlittleturtle did some digging and pointed out there are two versions of this type of mine. One which is a projectile, and one which is a weapon. Form 23519 is the weapon type. This type of mine is unarmed and will not detonate, only offering to let you pick it up.

There are a roughly equal number of uses throughout the game for both types, so there's no way to determine that they should for certain always be armed.
