Issue #32782: General Atomics Galleria - some items still show as stealing after Grand Reopening

 
At the Madden's Gym at the Galleria, a dufflebag, the cash register, and several items near the cash register still show red for stealing after triggering the Grand Reopening:

Looking in xEdit, I see these are owned by DN049MaddensClerkFaction "General Atomics -- Madden's Clerk" [FACT:000E5275], which is not among the factions the player is added to during the Grand Reopening. They should probably be owned by DN049MaddensFaction "General Atomics -- Madden's" [FACT:000E5251] instead.
With xEdit, I also found [REFR:001652AF] (places Bin_Plastic "Plastic Bin" [MSTT:001A594C] in GRUP Cell Temporary Children of GeneralAtomicsGalleriaExt [CELL:0000D9D3] (in Commonwealth "Commonwealth" [WRLD:0000003C] at 1,19)) marked as owned by the Madden's Clerk faction, though as a movable static, it can't normally be collected and thus wouldn't show as stealing.

For comparison, most of the other Galleria clerk factions are only referenced by the specific Mr. Handys who act as traders, except for the Fallon's Clerk faction, which has a vendor chest owned by it (which doesn't seem to be strictly necessary, but probably harmless, presuming the chest is inaccessible) and one cotton yarn (previously fixed by UFO4P now that I actually check the record, so I won't bother listing the FormID)
