Issue #32816: Commonwealth Bank - Non-illuminating light

 
In Commonwealth Bank (cell Financial14), there is a light inside an elevator (0004C7A0) that does not have a corresponding light object, and as a result casts no actual light despite being turned on. Attached screenshot for reference.
