(several missing .uvd / previs cluster files are also missing which would invalidate 19 set of clusters as well

Filtered results of a script ran against the PC headers in xEdit. The final two lines were already corrected with Issue #32340, and there's a pair of interiors that have a ton of bad refs, but they point to dev leftovers (a pair of empty 'old' copies of Nuka World's Mulligan's Mine, which aren't traverseable.

Since all the references, including the one I previously reported on are all in cell blocks outside the normal borders, I don't know if it would be worth trying to fix any of them. The meshes themselves are missing from the .ba2 files completely (and even PRP's generation for all the Nuka World ones, they got completely ignored!), and my guess would be from a previously trashed generation that got committed.

For both our project's purposes, I'm considering cleaning house so to speak and cleansing the headers of any record that does not exist in the PC archive (which would be 99% the same on XB1/PS4 anyway as they are all in the border areas or further in the map).

If I do this, would this be applicable to UF4OP, as apparently in local testing, the missing files on PC just cause the usual weirdness with regard to busted precombines, though as of testing, I also have Buffout 4 installed. The console version might fare differently.

So I'm not entirely sure what it is you're saying needs to be done here. If these anomalies all exist outside the playable game borders then I guess the only question is does it affect the consoles? Cause if this is requiring the generation of missing asset files there's nothing we can do about that on Playstation.
