Issue #32852: CarSedan10 (001D6117) in cell POISC16: Physics issues on approach

This sedan is placed on the west edge of the cell, with a significant portion of the car actually in the next cell to the west. When approaching this car from the east, the cell the car is in will load, resulting in the back end of the car settling to the ground beneath the road. If you continue approaching, the next section of the road loading when Wilderness cell -3, -18 (0000E655) enters load radius will result in a physics collision that launches the car into the air.

The car is not settled properly in the creation kit, but settling it does not prevent this issue from occurring when you approach the car from the east. In order to fix the issue, the car must either have havok disabled, or be moved to a location that prevents this collision issue from occurring. I've attached an esp that moves the car a yard or two down the road as a demonstration of a fix.

Evidently I forgot to finalize attaching the ESP, so I'm reuploading and attaching it to this comment.
