Comment: Fixed for USSEP 4.3.0.

Issue #32981: Adrianne Avenicci's dialogue subs say "council" when context indicates it should be "counsel"

 
In DIAL form 0002AB9E, Adrianne Avenicci says the following: "You think all the council my father provides the Jarl is his alone? Hmph. Let's just say I advise the advisor, and leave it at that."

In context, it should be "counsel" not "council". The two words are homophones, so that is the likely source of the mixup.

Fix file attached. Extant fix from USSEP pertaining to Proventus Avenicci being removed as Steward of Whiterun Hold also included.
