Issue #32986: Ma'Dran Khajiit caravan stuck in Windhelm.

 
So, to the point. Ma'Dran Khajiit caravan stuck in Windhelm after Diplomatic Immunity quest. This happens when J'datharr spawns. Everything works fine before this quest. I played clear, vanilla skyrim and modded version with USSEP only and nothing. Could you please investigate this?

This has been determined to be a conflict with the Vanilla Script Microoptimizations mod, which based its changes on the bad API that was corrected with USSEP 4.2.9.
