Issue #33025: A fire barrel light 001843EC in BostonAirportExt10 is visible before it's supposed to be?

 
At BostonAirportExt10 the Creation Kit shows a fire barrel 0012FB54 below the light 001843EC I think the light isn't supposed to be visible yet? The barrel is not visible, I don't think the barrel appears in game before certain events. I'm on Xbox one and not sure if this applies to other platforms.
