Issue #33063: DLC04BottlingPlant01 - 4 Beer Crates -> Static

There are 4 troublesome beer crates where the engine doesn't seem to handle physics correctly because of the sheer amount of object Havok it's trying to handle. The 4 are 06045779, 06045CAA, 060459AF & 060458C5 where they are loaded with Nuka bottles. Bumping into these or looting them the wrong way makes the whole crate fly into the air with the bottles still inside, in a very slow motion. It has been causing intermittent crashes on older PCs with lesser graphics cards along with consoles. Not sure if you wanted to do anything about this, but even on a 2080 Super with a 9900K it goes crazy with mine but doesn't crash because there's enough horsepower, so I simply made these 4 crates Static 001AE1F4 instead and it seems to be working perfectly fine for my friends and I. I figured this would be the much better solution than putting a VMAD DDHOL over top of everything as that seems like it would be a little script heavy at that point. All are still lootable, as well. I made this medium because of the crashing it causes. It's not just player bumping into them, but also an Assaultron can bump into these, cause the issue while player is in a different section and still cause crashing.

These objects are part of static collection groupings that will be broken apart upon messing with them.

Plus I've been to the cell to test, including bumping the crates with my clumsy power armored guy.

Nothing game crippling happened.

So we're going to err on the side of caution - this isn't worth potentially breaking things.
