Issue #33080: Frostcrag Spire should have the Public music type set in its cells instead of the Explore music type

 
The Frostcrag Spire building should have the music types of its cells set to Public instead of the default Explore music type. This would make it consistent with the other locations in the wilderness that have the Public music cell type.
