Issue #33106: Inconsistent Race Attack Data for Playable Races - stagger, attack chance, strike angle

 
Comparing the playable Races' Attack Data, I noticed some inconsistencies.

Form 00013741 BretonRace->Attack->AttackData->AttackEvent == attackPowerStartDualWield Stagger value is 0 while all other Races have a value of 1.

Form 00013749 WoodElfRace->Attack->AttackData->AttackEvent == attackPowerStartForwardLeftHandStagger and attackPowerStart_SprintLeftHand Stagger value is 0.5 and 0 respectively while all other Races have a value of 1.

Form 00013749 WoodElfRace->Attack->AttackData->AttackEvent == attackPowerStartInPlace Attack Chance value is 0.5 while all other Races have a value 0.2

Form 00013744 ImperialRace->Attack->AttackData->AttackEvent == attackPowerStartRight Attack Chance value is 1 while all other Races have a value 0.2

Form 00013742 DarkElfRace>Attack->AttackData->AttackEvent == attackStart StrikeAngle value is 35 while all other Races have a value of 50

This isn't really something we'd consider a bug. These values don't have defaults so they have to be hand set by someone during development and they may have had a reason to insert this variation into things.
