There's z-fighting/flickering along the seam between two meshes with reference IDs 00085532 and 00085533 on the landing above a flight of stairs in cell -16,37, on the path to Hermaeus Mora's Shrine.
The meshes in question are BrumaLedgeSteps01.NIF and BrumaLedgeCurve90Small01.NIF. Other instances of these staircases look fine, so it's not a problem with the meshes themselves, but rather a placement overlap.
