Issue #33123: Saburo's Solution does not track flyer distribution properly

 
During "Saburo's Solution" when you are tasked with distributing flyers to the various vendors, the game never triggers updates for the quest. Only after checking your quest log does it become apparent that you can exceed the number of flyers given.

He asks you to hand out 5, but by the time I had checked, I had given out 7 of them and the objective literally showed that I had given 7/5 but the quest never did any sort of notifications.

You are still able to turn the quest in to Saburo even after going over the expected number.
