On Jemison in the Lodge in the MAST District of New Atlantis, after completing "One Small Step", "The Old Neighborhood" begins. You also get an Activity added, "Talk to Noel about quarters"
If you just stand around in the Lodge at this point, various characters will intermittently walk around the room and have conversations with each other. This includes at least both Matteo and Sarah having conversations with Noel, but also other conversations between other pairs of characters.
My understanding is that anything interrupting Noel will fail the tour, but specifically for me, when talking to Noel I chose the dialogue option: "Sarah said something about a place for me to stay." In reply, Noel says she'll give you a tour. What's supposed to happen next is that the Activity "Talk to Noel about quarters" is removed and a new Activity "Follow Noel" is added, and then Noel should start the tour.
But before Noel could start the tour, Sarah chose that moment to walk up to Noel to start a conversation saying "I hope you're still glad you joined Constellation, Noel." and the conversation goes back and forth between Noel and Sarah for a few lines.
Once the conversation with Sarah was done, Noel just stood there and didn't give me the tour, the Activity "Talk to Noel about quarters" was no longer available, the Activity "Follow Noel" was not available, and the dialogue option with Noel "Sarah said something about a place for me to stay." was no longer available.

Haven't yet reported to Bethesda, but I will. This seems to be a common one, hopefully Bethesda themselves will fix it.
