This is presumed to be part of a special encounter:
The GalBank extended warranty offer.

It does not start showing up prior to that and it doesn't seem to go away once the encounter has been completed either.

Whatever is going wrong here, it's being done repeatedly and spams the logs pretty badly. To the point that it's making log tracking a nightmare for other issues.
