Issue #33134: Display of Power - Unable to speak to Briggs

 
Currently unable to progress the "Display of Power" quest because the door to where the Stryker gang hangs out is locked and requires a key. The objective is therefore stalled at "Speak to Briggs" after having hacked the signs.

I had thought this might be because I was concurrently running "All That Money Can Buy" but that quest is now over and the door has not unlocked itself. There is also apparently no key for it.
